Halton Regional Police Warn Residents About Cellphone Provider Impersonation Scam
The Halton Regional Police Service (HRPS) is warning residents about a sophisticated fraud in which criminals impersonate legitimate cellphone service providers to obtain expensive mobile devices and commit identity-related fraud.
In most cases, victims were left with thousands of dollars in unauthorized charges after fraudsters manipulated them into participating in a scheme involving new cellphones and wireless service accounts.
Police have learned that victims are receiving unsolicited telephone calls from individuals claiming to represent legitimate cellphone service providers. The callers often offer discounted wireless plans, account upgrades, or complimentary cellphones as part of a promotional or customer loyalty program.
To make the offer appear credible, the fraudsters may already possess personal information about the victim. During the conversation, victims may be persuaded to provide additional account details or verification information, which is then allegedly used to gain access to their wireless account.
Once a device is delivered, the fraudsters contact the victim and claim that an error has occurred, such as the incorrect model, colour, or device being shipped. The victim is then instructed to return the device using a prepaid shipping label or QR code provided by the caller.
In reality, the shipping labels and return instructions are fraudulent and redirect the devices to the suspects or addresses under their control rather than back to the legitimate cellphone service provider. As a result, victims unknowingly relinquish possession of the devices while remaining financially responsible for the associated financing agreements, outstanding balances, and monthly service charges.
The fraud is often not discovered until the victim receives a bill showing unauthorized device purchases, additional wireless services, or charges associated with the new phones. In some cases, victims may remain responsible for these costs, as the devices were never returned to the legitimate cellphone service provider.

How to Protect Yourself
HRPS encourages residents to take the following precautions:
- Be cautious of unsolicited calls offering discounted plans, account upgrades, loyalty rewards, or free devices.
- Never provide personal information, account credentials, passwords, PINs, credit card information, photographs of identification, or verification codes to unsolicited callers.
- Independently verify any offer by contacting your cellphone provider using a telephone number obtained from the provider's official website, your account portal, or your monthly bill.
- Do not rely solely on caller ID, as it can be manipulated to appear legitimate.
- Confirm any account changes directly with your provider before accepting a device or returning a shipment.
- Never use a return shipping label or address supplied by an unsolicited caller without first verifying it with your wireless provider.
- If you receive an unexpected cellphone, contact the provider immediately and obtain written confirmation regarding the proper return process.
- Regularly review your wireless account for unfamiliar devices, additional lines, or unauthorized changes.
- Change your account password and PIN immediately if you suspect your account has been compromised.

Anyone who believes they may have fallen victim to this scam should:
- Contact their cellphone provider immediately.
- Notify their financial institution if sensitive financial information was disclosed.
- Retain all phone numbers, emails, shipping labels, tracking information, receipts, and correspondence related to the incident.
- Monitor financial and wireless accounts for suspicious activity.
- Report the incident to police and the Canadian Anti-Fraud Centre.
