Details: RUPPELL was last observed outside the harbour travelling in his cabin cruiser to an unknown destination. Commercial shipping called in a mayday when the victim's boat was observed partially submerged a distance from the harbour. A search of the boat resulted in the rescue of a family pet but RUPPELL was not found.
