In the early morning hours of Saturday, July 22, 2023, an HRPS officer pulled over Mr. Matthew Flannigan on Plains Road East in Burlington. During the traffic stop, the officer formed grounds to arrest Flannigan under the Controlled Drugs and Substances Act.
