The Halton Regional Police Service (HRPS) has arrested two males and laid multiple charges in response to a carjacking investigation in North Burlington.
On June 25, 2025, at approximately 5:35 p.m. the female victim was operating her Porsche Macan in the area of Guelph Line and Derry Road when the victim became concerned as they noticed they were being followed by a grey Chevrolet pick-up truck. The victim pulled into the parking lot of Kilbride Public School located on Panton Street where two masked men each armed with a handgun exited the suspect vehicle pointing the handguns at the victim. The victim immediately exited and surrendered her vehicle and both vehicles fled East on Kilbride Street.
Thankfully the victim did not sustain any physical injuries.
Uniform Officers and Investigators with the 3 District Criminal Investigations Bureau immediately began searching for the involved suspects and vehicles. Approximately one hour later officers were able to locate the victim’s Porsche, abandoned and unoccupied in a parking lot in the area of Tobyn Drive and Kilmer Drive in Burlington. The Chevrolet pick-up truck was also located within the same geographical area.
As the investigation progressed detectives were able to identify the two suspects. On June 26, 2025, at approximately 1:10 p.m. both suspects were located in the area of Walkers Line and Kilmer Drive. One suspect, identified as James Garthwaite, was immediately taken into custody with Garthwaite being found in possession of a quantity of illicit drugs and two loaded firearms. The second suspect fled the area in a Volkswagen SUV. Officers were quickly able to locate the vehicle in Sherwood Forest Park in Burlington where the suspect, identified as William Langdon, was taken into custody.
An HRPS Police Services Dog (PSD) “Freddy” (photo attached) and his handler were conducting a post arrest article search in a wooded area of Sherwood Forest Park when Freddy’s paw came into contact with a loaded firearm that had been discarded by Langdon. The firearm was located in an area of heavy brush and discharged resulting in Freddy sustaining an injury to his foot. Freddy was medically treated and is expected to fully recover. The firearm was not being handled when it discharged.
Criminal Code search warrants were executed for the Chevrolet pick-up truck as well as a residence in Burlington which resulted in the seizure of multiple items of evidentiary value including a 3D printer and 3D printed firearms (ghost guns), along with a vehicle reprogramming device.
The Chevrolet pick-up truck was found to have been re-vined and confirmed as stolen out of Niagara Region.
As a result of the investigation James Garthwaite (33), of Burlington has been charged with the following:
- Robbery with a firearm
- Point firearm
- Motor vehicle theft when violence used
- Unauthorized possession of a weapon
- Disguise with intent
- Possession for the purpose of trafficking (Crystal Methamphetamine)
- Possession for the purpose of trafficking (Fentynal)
- Possession of a prohibited firearm (2 Counts)
- Possession of a device for the purpose of committing theft
William Langdon (32), of Oakville has been charged with the following:
- Robbery with a firearm
- Point firearm
- Motor vehicle theft when violence used
- Unauthorized possession of a weapon
- Disguise with intent
- Dangerous operation of a motor vehicle
- Possession of a prohibited firearm
- Fail to comply being on a release order
- Fail to comply with probation order (2 Counts)
Garthwaite and Langdon have been held in custody pending a bail hearing in Milton.
Of note Langdon is currently on a form of release for prior firearms offences while Garthwaite is currently on federal statutory release for a violent firearms offence.
The investigation into the 3D printed ghost guns is ongoing with the potential of further criminal charges being laid.
“I cannot imagine the fear experienced by the victim during this violent and terrifying armed carjacking. On behalf of the Halton Regional Police Service (HRPS), I extend my thoughts to her and her family during this incredibly traumatic time,” said HRPS Chief, Stephen Tanner.
“I am deeply concerned by the escalating level of violence and the use of loaded firearms in the commission of these crimes. Let me be perfectly clear—this type of criminal behaviour will not be tolerated in our community. If convicted, I am hopeful the courts will impose substantial sentences that reflect the serious and dangerous nature of these offences.”
“Of particular concern are the backgrounds of the individuals now charged. James Garthwaite was convicted of manslaughter in 2018 for an armed home invasion in which an innocent woman was shot and killed. He was sentenced to 10 years but released early after receiving 16 months of credit for pre-sentence custody. At the time of Wednesday’s carjacking, he was out on statutory parole. The second accused, William Langdon, was bound by multiple probation orders and a release order related to firearms offences—conditions he is now alleged to have violated. The Halton Regional Police Service remains committed to the safety of our community and will continue working tirelessly to hold violent offenders accountable.”
